• John Shanahan and Angela Rae have joined public affairs firm The Hawthorne Group . Shanahan was named senior vice president for federal government affairs. He comes from Capitol Hill, where he served for five years as counsel to Republicans on the Senate Environment and Public Works Committee. Prior to that, he was director of air quality at the National Mining Association as well as the director of public policy for the American Legislative Exchange Council . Shanahan also served at the U.S. Department of Labor under President George H.W. Bush.

Rae, a veteran of television news, was named senior vice president for strategic counsel and client services at The Hawthorne Group. She was the lead anchor for CBS television affiliates in New York and Miami. Most recently, she served as special adviser to the president at the Corporate Council on Africa in Washington.

• Ileane F. Rosenthal will join the Securities Industry and Financial Markets Association as senior managing director of strategic development. Rosenthal comes from the Biomedical Research Alliance , where she served as president. Prior to that, she was president of Churchill Partners LLC, a consultancy.

• David Dumke will join The Livingston Group as a consultant in the lobbying firm’s energy and environment, international and transportation practices. Dumke currently serves as principal and co-founder of the MidAmr Group, which focuses on fostering political and economic ties between the Middle East and the U.S. He was the legislative director for Rep. John Dingell (D-Mich.), now the chairman of the House Energy and Commerce Committee.

• Sheryl V. Cohen, the longtime chief of staff to Senate Banking Committee Chairman Chris Dodd (D-Conn.), has joined lobbying firm American Continental Group . Cohen started her career working for Sen. Joe Lieberman (I-Conn.) during his first campaign for office. She spent roughly a decade as Dodd’s chief of staff and ran his unsuccessful bid for the Democratic presidential nomination.
