• Alan J. Roth will join the U.S. Telecom Association as senior executive vice president. Roth is a former staff director and chief counsel to the House Energy and Commerce Committee and served as a senior adviser to Rep. John Dingell (D-Mich.). Roth was a principal at Lent Scrivner & Roth .

Microsoft has hired Bill Kamela and Caroline Curtin. Kamela will be the policy lead for education, workforce and immigration policy while Curtin will be the policy lead for interactive entertainment, environment and energy sustainability. As staff director for the Senate Employment and Workplace Safety subcommittee, Kamela advised Sen. Patty Murray (D-Wash.). Curtin was a director at Revolution Health .  

• Pamela Turner has joined BKSH & Associates as managing director of their Washington office. Turner was an assistant secretary for legislative affairs at the Department of Homeland Security for three years. She also worked for the U.S. Telecom Association and was legislative director for former Sens. John Tower (R-Texas) and Edward Gurney (R-Fla.).

• Ellen Haas has been hired by the Podesta Group as counsel to lead the firm’s new food, nutrition and agriculture policy practice. Founder and president of FoodFit.com , Haas was an Agriculture undersecretary in President Bill Clinton’s administration.

• James F. Miller has joined Winston & Strawn as a partner in the government relations and regulatory affairs practice. Miller served four years as a senior Treasury Department official in President George H.W. Bush’s administration and has also worked on several congressional and presidential campaigns. Miller previously was a partner with Hunton & Williams .

HillCo Partners have hired Grant Bagley as a partner and Michael Beebe as managing director. Bagley joins the firm after eight years at Arnold & Porter . Beebe worked 12 years at the American Medical Association before coming to the firm.  

• Katie Schubert has been hired by Cavarocchi Ruscio Dennis Associates . Schubert worked for former Rep. Nancy Johnson (R-Conn.) and was legislative director for Rep. Wayne Gilchrest (R-Md.).
