• Former Rep. Cal Dooley (D-Calif.) will join the American Chemistry Council as president and CEO. Dooley replaces Jack Gerard, who is leaving to run the American Petroleum Institute . Dooley now is president and CEO of the Grocery Manufacturers Association .

• Thomas Gibson has joined the American Iron and Steel Institute as president and chief executive officer. Gibson previously worked as senior vice president of advocacy for the American Chemistry Council. He replaces Andrew Sharkey, who is retiring.

• James Flood has been named president-elect of the Bar Association of the District of Columbia . Flood, a shareholder with Brownstein Hyatt Farber Schreck , has previously worked at Reed Smith and was a federal prosecutor with the Justice Department. Flood has also served as counsel to Sen. Charles Schumer (D-N.Y.) on the Senate Judiciary Committee.

• Sam Maruca and Dan Luchsinger have joined Covington & Burling as tax partners. Maruca and Luchsinger both have several years of experience in the tax field. Luchsinger is also an adjunct professor of partnership taxation at Georgetown University.

• Linda Fishman has joined the American Hospital Association as vice president for public policy and development. Previously Fishman has served on the staffs of the Senate Finance and House Ways and Means committees.

• Charles Rod has been named office managing member of Dykema , replacing Stephen Zimmerman. He was promoted from head of the firm’s government contacts practice.

• Renee Rappaport has joined the Independent Community Bankers of America as director of congressional relations. Rappaport previously worked as a lobbyist for the National Association of Home Builders and served on the staffs of former Reps. Mike Espy (D-Miss.) and Richard Bryan (D-Nev.).

• Alan Reider, Allison Shuren, Paul Rudolf and Thomas Gustafson have joined Arnold & Porter to form a healthcare team. Reider previously held senior management positions at Arent Fox ; Shuren has worked as a critical care nurse practitioner; Rudolf practiced medicine for 15 years; and Gustafson served in the Health and Human Services Department.
