•Thomas J. O’Donnell has joined The Gephardt Group as its new executive vice president. He is a past chief of staff for former House Minority Leader Dick Gephardt (D-Mo.), the firm’s president and chief executive. O’Donnell formerly was a partner at Doak, Carrier, O’Donnell and Goldman.

•Bernie Toon will lead the Washington office for Bechtel. Most recently a senior adviser to Sen. Richard Lugar (R-Ind.), the ranking member for the Senate Foreign Relations Committee, Toon also has worked for Democrats including Sens. Jeff Bingaman (D-N.M.) and Byron Dorgan (D-N.D.)

•Wexler & Walker Public Policy Associates has hired three new Democratic partners. Daniella Landau, American Airlines’ managing director of government affairs and a member of the Clinton administration’s transition team in 1993, Tonio Burgos, once director of executive services for then-New York Gov. Mario Cuomo (D), and Steve Patterson, a top aide to several moderate Democrats on Capitol Hill, all have joined the firm.

•Google has added two new lobbyists to its public policy team. John Burchett, chief of staff to Michigan Gov. Jennifer Granholm (D), will be the Internet company’s state policy counsel, while Johanna Shelton, a senior staff member for the House Energy and Commerce Committee, will be a legislative strategist and policy counsel.

•Ryan Spangler has joined Monument Policy Group. A deputy scheduler to Sen. Joseph Biden (D-Del.), Spangler will be the firm’s manager of government relations.

•Margaret Simmons is the new managing director of government affairs at the Securities Industry and Financial Markets Association (SIFMA). A former legislative counsel to Sen. •Michael K. Hambrick has been promoted by the National Association of Manufacturers (NAM) to be the trade group’s senior vice president for communications. Before joining NAM a year ago to work on its weekly radio program, Hambrick was a radio show host as well as a television news anchor.
