• AVIATION. Dickstein Shapiro is lobbying for the National Air Carrier Association on issues related to the aviation industry. The lobbying team includes former Sen. Tim Hutchinson (R-Ark.), federal lobbying records show.

• BIOFUELS. Glover Park Group is lobbying for the Grocery Manufacturers Association on matters relating to biofuels. Gregg Rothschild, former Democratic chief counsel on the House Energy and Commerce Committee, is lobbying for the GMA.

• ENERGY. Patriot Coal Corp., based in St. Louis, hired American Freedom Innovations to lobby on climate change, healthcare reform and coal mine regulations, federal lobbying records show. Rashid Hallaway, a former legislative assistant for Sen. Evan Bayh (D-Ind.), is lobbying for the coal company.
Environmental Resources Management is lobbying for Efficiency First on climate and energy legislation, federal records show.
Winegard Energy hired the Walcott Group to lobby on energy conservation issues on Capitol Hill.

• HEALTHCARE. Mehlman Vogel Castagnetti is lobbying for the National Restaurant Association on healthcare reform legislation. Kelly Bingel, former chief of staff to Sen. Blanche Lincoln (D-Ark.); Jamie Brown, former legislative liaison for President George W. Bush; and David Castagnetti, a former chief of staff to Sen. Max Baucus (D-Mont.); are lobbying for the trade group.

• INDIAN TRIBES. Denny Miller Associates is lobbying for the Tulalip Tribes of Washington on “various issues related to Native American Indian tribes and water projects,” federal records show.

• MANUFACTURING. Blank Rome is lobbying for Alaska Ship and Drydock on an issue relating to the Jones Act, which requires goods transported by water between U.S. ports to be carried in U.S.-flag ships and crewed by U.S. citizens. Duncan Smith, a former chief counsel to the House Merchant Marine and Fisheries Committee, and C.J. Zane, a former chief of staff to Rep. Don Young (R-Alaska), are lobbying for the shipbuilding and repair company.

• TRADE. Hogan & Hartson is lobbying for Union Apparel on amending the Central American Free Trade Agreement, federal lobbying records show.

• UNIVERSITIES. Capitol Decisions is seeking federal appropriations for Northeastern State University in Tahlequah, Okla. The lobbying team includes J.R. Reskovac, a former legislative assistant to ex-Rep. Dave McCurdy (D-Okla.), federal lobbying records show.
