* Lauren Cialone has joined the Independent Insurance Agents & Brokers of America as its senior director of federal government affairs. John Prible has been promoted to vice president of federal government affairs for the trade association. Cialone was a legislative assistant to Rep. Joe Donnelly (Ind.), a Blue Dog Democrat and member of the House Financial Services Committee. She also worked for Sen. Evan Bayh (D-Ind.).

* Scott DeFife has been hired by the National Restaurant Association as its new executive vice president of policy and government affairs. He previously worked at the Securities Industry and Financial Markets Association. DeFife has worked as a senior policy adviser to House Majority Leader Steny Hoyer (D-Md.) and has held senior legislative positions with Rep. Bart Gordon (D-Tenn.) and former Reps. Karen McCarthy (D-Mo.) and Michael Andrews (D-Texas). He has also lobbied for the American Public Power Association and the National Conference of State Legislatures.

* Albert Morales has joined Cassidy & Associates as a new vice president. Morales is the former deputy director of the Democratic National Committee’s (DNC) American Majority Partnership. There, he worked with the Congressional Hispanic Caucus, Hispanic elected officials and various advocacy groups. Morales also worked as the DNC’s regional political director for its 2000 redistricting project. Further, he has worked for the Democratic Governors Association as federal liaison and policy adviser to the group’s past chairman, New Mexico Gov. Bill Richardson (D).

* Lori Kalani will join Orrick, Herrington & Sutcliffe as a litigation senior counsel in the firm’s Washington office. As part of Orrick’s government and strategic affairs group, Kalani will bring a state attorneys general practice to the firm. Moving to Orrick in January, she is currently Dish Network’s director of government affairs and senior counsel.

* Jeffrey L. Hare has joined DLA Piper as a partner in the firm’s government affairs group. Hare will chair the group’s financial services regulatory subgroup. He comes to the firm from Alston & Bird. Before that, he worked as a bank regulatory lawyer at Thacher, Proffitt & Wood, as well as at E-Trade Financial Corp.
