PricewaterhouseCoopers has hired Todd Metcalf, a top Democratic tax aide to the Senate Finance Committee, according to Bloomberg BNA. He will begin his new role later this month.

Andrew Gavil has joined Crowell & Moring in Washington as senior counsel. He has been a professor at the Howard University School of Law since 1989, teaching on antitrust law, complex litigation and federal regulations. Gavil previously served as the director of the Federal Trade Commission’s Office of Policy Planning.

Astellas hired Joseph Devaney as a vice president of government affairs and policy for the Americas. Prior to that, he worked for two decades at Sanofi and its predecessor companies, most recently as the vice president of federal and state relations. 

Michael Spira joined Venn Strategies as a vice president, coming from a senior lobbying gig at the American Pharmacist Association. Spira has also worked in top roles for former Rep. Carolyn McCarthyCarolyn McCarthyWhy Congress needs an openly atheist member, now Lobbying World Lobbying world MORE (D-N.Y.) and Rep. Ed Perlmutter (D-Colo.). The firm has also brought on Annalise Johnson as an associate. 

Bramer Group has named Peggy Ellis a vice president of government relations at the firm. For the last 15 years she has been operating at her own firm, Ellis & Co. Ellis has also served on the Republican National Committee and at the Cato Institute. 

• Rep. Michael McCaul’s (R-Texas) chief of staff, Chris Alsup, has rejoined technology company Dell, according to congressional tracking website Legistorm. He will be serving as its government affairs manager. Alsup left Dell in 2015 to work for McCaul. 

Raytheon hired Jack Livingston, who has served as counsel for the Senate Select Committee on Intelligence since 2003, as a senior manager of government relations, according to Legistorm. 

Ducks Unlimited hired Whitney Tawney as its senior water policy adviser in the government affairs office. She rejoins the organization from the Western Conservation Foundation, where she has worked since 2014.
