• Frank Tillotson has joined Brown Rudnick as a director in the firm’s Washington-based government law and strategies group. He was most recently the city of New York’s deputy director for congressional affairs. Tillotson was senior vice president of congressional affairs for the Export Import Bank during the George W. Bush administration. Before that, he was chief counsel to former Rep. Richard Baker (R-La.), who was then chairman of the House Capital Markets subcommittee. Tillotson has represented British Nuclear Fuels and Westinghouse as well as hedge fund and insurance industry groups.
• Damon Moglen has joined Friends of the Earth as its new climate and energy project director. He comes from Greenpeace USA, where he was global warming campaign director. Moglen has also worked for the American Civil Liberties Union as a field director and for the Campaign for Tobacco-Free Kids as international advocacy director.
• Abby Witt has joined Blue Engine Message & Media. She will specialize in organizing issue advocacy and outreach campaigns for the firm. Witt was most recently an assistant director for the Office of Public Engagement and Intergovernmental Affairs in the White House. She served as the office’s point person for first lady Michelle Obama’s Let’s Move! initiative against childhood obesity. She also worked on the Obama presidential campaign as a field organizer and on the Obama/Biden presidential transition team.
• Jeffrey R. Houle has joined DLA Piper as a partner in the firm’s corporate and securities practice and chairman of the defense and government services transactional practice. He will be based in the firm’s Washington office. Houle comes from Greenberg Traurig, where he was co-managing shareholder of its Northern Virginia office and chairman of the regional corporate practice group.
