• S. Adam Francis has joined Washington Council Ernst & Young and will work for its legislative group. He was the deputy chief of staff and legislative director for Rep. Patrick Tiberi (R-Ohio), who serves on the House Ways and Means Committee. Before that, Francis was the legislative director from 1996 to 2000 for the then-House Budget Committee chairman, John Kasich (R-Ohio), now the governor of Ohio.
• Edward G. Rendell will rejoin Ballard Spahr as a partner in the firm’s Philadelphia office. Rendell, a Democrat, served two terms as the governor of Pennsylvania before leaving office earlier this year. He also served two terms as mayor of Philadelphia and is a former chairman of the Democratic National Committee. Rendell is also joining NBC as a political analyst, the network announced Tuesday.
• Andy Izquierdo has joined Rasky Baerlein Strategic Communications as a senior vice president in its Washington office. He most recently worked with the American Society for the Prevention of Cruelty to Animals as vice president of media and communications. Before that, Izquierdo worked at AstraZeneca Pharmaceuticals.
• Kristin Pearson Wilcox has joined the American Frozen Food Institute as its new vice president of government affairs. The trade group has also promoted Thomas Bradshaw to director of government affairs. Wilcox was the vice president of legislative and political affairs at the International Dairy Foods Association and the director of legislative affairs at the National Food Processors Association. Bradshaw was formerly an aide to Rep. Zach Wamp (R-Tenn.).
• Jean Medina has joined the Air Transport Association as its new vice president for communications. Medina comes to the trade group from United Airlines. Before that, she worked in public relations for Tellabs and Ameritech.
