• Chuck Cunningham has been promoted to political director of the National Rifle Association’s Institute for Legislative Action. Cunningham was political director for the Christian Coalition before coming to the NRA. James Jay Baker has been appointed as director of federal affairs for the gun rights group. Baker, who was formerly with the NRA as director of federal affairs and legislative counsel, rejoins the group after stints at several lobby firms, including Crossroads Strategies and Ogilvy Government Relations. Jason Ouimet has been promoted to deputy director of federal affairs at the NRA. Before joining the group, Ouimet was legislative assistant for Sen. Saxby Chambliss (R-GA), an analyst for the National Republican Senatorial Committee’s research operation and a policy analyst for the Republican National Committee’s research operation.

• Jennifer McPhillips has been promoted by the Independent Insurance Agents & Brokers of America to senior director of federal government affairs. She will be one of the trade grouphs Democratic lobbyists on its Capitol Hill team. McPhillips previously was senior director of political affairs in charge of the groupss grassroots program and assisted with managing its political action committee. She was an aide to Rep. Leonard Boswell (D-Iowa) before coming to the group in 2006.

• Chris Harris will join American Bridge, a new political independent expenditure group headed up by David Brock, former executive director of Media Matters. Harris was the communications and research director for Media Matters Action Network and later communications director for Media Matters.

• Michael A. Yuffee has joined Hogan Lovells as a partner in the firmhs energy regulatory practice group in its Washington office. He comes from McDermott Will & Emery. Before entering private practice, Yuffee was an attorney-adviser in the Federal Energy Regulatory Commission’s Office of Administrative Law Judges.

• Sharon R. Barner has rejoined Foley & Lardner as a member of the firmhs intellectual property department in its Chicago office. She most recently was deputy under secretary of Commerce for intellectual property and deputy director of the Patent and Trademark Office. She previously worked at Foley & Lardner before joining the federal agency.
