• Gary Bacher is joining Mintz, Levin, Cohen, Ferris, Glovsky and Popeo and ML Strategies. Bacher will be of counsel in Mintz Levin’s health law practice and senior vice president in the firm’s “consulting affiliate,” ML Strategies. He previously served as the senior vice president for America’s Health Insurance Plans (AHIP). Before that, he worked for UnitedHealth Group.

• Thomas Jolly has started working at Williams Mullen as of counsel after closing his former firm, Jolly/Rissler. Jolly is part of the government affairs team in Williams Mullen’s Washington office. Before that, he was an owner of Jolly/Rissler and worked as a senior Democratic lobbyist in the firm. He has also worked on Capitol Hill as legislative counsel for the late Rep. William Ford (D-Mich.) and as counsel for the House Subcommittee on Postsecondary Education.

• Pat Cleary on Dec. 5 will become the president and chief executive officer of the National Association of Professional Employer Organizations. Cleary leaves Fleishman-Hillard, where he was the senior vice president of digital public affairs. Before that, he worked for the National Association of Manufacturers. He also worked on the National Mediation Board as member and chairman and as the Labor Department’s deputy assistant secretary for policy.

• Megan Wolfe now works for ASCD as the association’s public policy-advocacy manager. Wolfe recently worked for the National Association for Sport and Physical Education. Earlier in her career, she served the Senate Judiciary Committee as a staff member.
