•Joel Ario has joined Manatt, Phelps & Phillips as managing director for Manatt Health Solutions. Ario was most recently at the Health and Human Services Department, where he was director of the Office of Health Insurance Exchanges. Before that, he was the Pennsylvania insurance commissioner, Oregon insurance administrator and a member of the executive committee at the National Association of Insurance Commissioners.

•Benjamin Rosenbaum has come to Cassidy & Associates as an associate. Rosenbaum formerly served as a legislative assistant to Sen. •Areta Kupchyk has joined Nixon Peabody as a partner. Kupchyk leaves Reed Smith, where she was a partner. She has previously worked as associate chief counsel for drugs and biologics and as assistant general counsel for litigation at the Food and Drug Administration. Before that, she worked as an assistant state attorney general in Maryland.

•Burleigh Leonard is joining Prime Policy Group as a senior consultant. Leonard founded and is president and CEO of Burleigh Leonard & Co. He served as a special assistant to former President Ronald Reagan and as executive secretary for the President’s Cabinet Council on Food and Agriculture. He also worked for the Senate Committee on Agriculture, Nutrition and Forestry as a senior professional staff member.

•BerlinRosen Public Affairs has hired Stephanie Mueller and Ben Wyskida. Mueller starts this week as a senior vice president in the National Issue Advocacy Practice and director of the company’s Washington office. She previously worked for the Obama administration as a senior communications official. Wyskida will also be a senior vice president in the National Issue Advocacy Practice at the firm. He will start Jan. 1, leaving his position as a communications executive for The Atlantic Philanthropies.
