Bryan Buchanan will start working for Earth Day Network on Jan. 9 as communications director. Buchanan previously worked for Public Citizen’s Global Trade Watch as a press officer. Before that, he worked for Fenton Communications as an account executive and for the Sierra Club as regional conservation organizer.

Chris Caron has come to Steptoe & Johnson to be a senior government affairs adviser in the firm’s Washington office. Caron most recently worked for Rep. Tom Cole (R-Okla.) as deputy chief of staff. Before that, he served Cole as a military legislative assistant, legislative director, Rules Committee associate and senior policy adviser.

Max Sevillia is joining the National Association of Latino Elected and Appointed Officials (NALEO) as director of policy and legislative affairs. Sevillia recently worked for Polsinelli Shughart PC as a legislative director. He has also worked on Capitol Hill, holding positions of counsel and minority liaison for Reps. Alcee Hastings (D-Fla.) and Jerrold Nadler (D-N.Y.). He has also worked for the American Civil Liberties Union as an immigration lobbyist.

Robert Davis has moved to Venable to be of counsel in the regulatory practice. Davis has more than a decade of experience working at the Federal Trade Commission in a variety of positions, including senior attorney-adviser to FTC Chairman Jon Leibowitz. He has also worked in the FTC’s Bureau of Competition as a staff attorney.

Kevin Bankston will join CDT in 2012 as senior counsel and director of the firm’s Free Expression Project. Bankston will leave the Electronic Frontier Foundation, where he is a senior staff attorney. Before working at the foundation, he worked for the American Civil Liberties Union as the Justice William J. Brennan First Amendment Fellow.

Hitachi Consulting has appointed Mike Craner and Wayne Bailey vice presidents of the public sector team. Craner, who will focus in the Defense Department practice, most recently worked for Oracle as the Defense Department industry client partner. Prior to that, he worked for Hewlett-Packard Federal in several positions. Bailey, who will work in the federal civilian practice, previously served in CSC’s Oracle Federal Group as a partner. He has also worked for SofTec Solutions, Deloitte Consulting, BearingPoint and Oracle Corporation in leadership and management positions.
