• Jim Fraser has been appointed vice president of government relations at Thales USA. Fraser previously worked for BAE Systems as vice president of political relations and compliance. Before that, he worked for BAE Systems as director of legislative affairs. He has also worked for the Pentagon as director for Senate affairs in the Office of the Assistant Secretary of Defense for Legislative Affairs.

• Michele McLaughlin has started working for Knowledge Alliance as president. McLaughlin previously served the Senate Health, Education, Labor and Pensions (HELP) Committee in the education policy office as senior education policy adviser. Before that, she worked for Teach for America as vice president of federal and state policy and has previously worked for the American Federation of Teachers.

• Marian Hopkins has been tapped to be senior vice president for the Business Roundtable. Hopkins has been working for Business Roundtable since 1991, where she recently handled the creation of the CEO policy agenda called “Taking Action for America: A CEO Plan for Jobs and Economic Growth.” Before joining the Roundtable, she worked for the U.S. Chamber of Commerce as the director of Senate liaison and served former Sen. S.I. Hayakawa (R-Calif.) as a legislative assistant.

• Jim Papa has joined Global Strategy Group as senior vice president, managing director for strategy and operations in the firm’s Washington office. Papa leaves the White House, where he previously served as special assistant to the president for legislative affairs. Before that, he worked for former Senate Minority Leader Tom Daschle (D-S.D.) on the Senate Democratic Technology and Communications Committee and for Rep. Rosa DeLauro (D-Conn.) as communications director. Papa also served Rep. Rush Holt (D-N.J.) as chief of staff.

• Christopher D’Arcy is moving to Sellery Associates to be a partner. D’Arcy joins the firm from Clark & Weinstock, where he was a director. Before that, he served as staff director for the House Committee on Agriculture’s Subcommittee on Livestock and Horticulture under then-Chairman Richard Pombo (R-Calif.).
