• Chris Collins has been named vice president and director of public policy for the Foundation for AIDS Research, or amfAR. Collins was a staff adviser to House Speaker Nancy Pelosi (D-Calif.) and worked on legislation to combat AIDS.

• Caroline Fredrickson is the new executive director for the American Constitution Society for Law and Policy. Fredrickson was the director of the Washington legislative office for the American Civil Liberties Union (ACLU). Before joining the ACLU, she was general counsel and legal director of NARAL Pro-Choice America and also was chief of staff to Sen. • Dale Moore has been hired by Policy Directions Inc. as vice president. Moore served as chief of staff to four secretaries at the Agriculture Department for the entire eight years of the Bush administration. He also has been an aide to then-Rep. • Carlos E. Iturregui has joined O’Neill and Associates as a senior vice president in the firm’s Washington office. Iturregui worked as chief of staff for the Office for Policy and Strategy for the U.S. Citizenship and Immigration Services. He also worked for the firm in the early 1990s.

• Scott Smith has joined Baker, Donelson, Bearman, Caldwell & Berkowitz and will work in the firm’s Washington office. Smith’s practice will be on taxation matters. He previously was a partner in the Washington office of LeClair Ryan. Smith has also worked for KPMG and was an assistant counsel at the Multistate Tax Commission.
