• Justin Daly and John O’Neill will join Ogilvy Government Relations as senior vice presidents. Daly has served as chief securities counsel to the House Financial Services Committee as well as the Senate Banking panel. His most recent position was as legal and policy adviser to Commissioner Kathleen Casey of the Securities and Exchange Commission. O’Neill is a former tax counsel to the Senate Finance Committee and will lead the firm’s tax practice. He served as policy director and counsel for then-Senate Minority Whip Trent Lott (R-Miss.) and also was an aide to Sen. Chuck Grassley (R-Iowa), then the chairman of the Senate Finance Committee. He most recently worked as a partner at Venable.
• Matthew Dornic has joined Quinn Gillespie & Associates as a director in the firm’s communications practice. Dornic will integrate his own agency that he founded in 2007, 3 Dog Agency, into the firm. Before creating his own agency, he was the manager of media relations and creative services for Anystream Inc. Dornic also is the co-editor of Mediabistro’s FishbowlDC blog and a columnist for Capitol File magazine.

• Walter Moore will join the American Chemistry Council as vice president of federal affairs. He spent the last 16 years at Genentech as a lobbyist. He also managed government relations at Eli Lilly from 1990 to 1993 and lobbied for Pfizer and the American Hospital Association during the 1980s. Moore’s government experience includes time at the Federal Election Commission and as an aide to the late Sen. Lloyd Bentsen (D-Texas).

• Paula J. Dobriansky has joined Thomson Reuters as senior vice president and head of government affairs for the Americas. Before joining the company, Dobriansky was undersecretary of State for democracy and global affairs from 2001 to 2009. She has served as senior vice president and director of the Washington office of the Council on Foreign Relations and will continue to serve as an adjunct senior fellow at the Belfer Center for Science and International Affairs at Harvard University’s Kennedy School of Government.

• Jillian M. Pevo has been named associate director of legislative affairs for the National Association of Federal Credit Unions. Pevo worked in the office of Rep. Frank Wolf (R-Va.).
