• Kyle Mulhall and Scott Brenner have joined Gephardt Government Affairs as vice presidents in the firm’s transportation practice. Mulhall was a senior policy adviser for former House Democratic Leader Richard Gephardt (Mo.) from 1995 to 2003. He has also served as an attorney for the Transportation Department. Brenner was the chief of external affairs at the Homeland Security Department from 2005 to 2007 and has served as an associate administrator at the National Highway Traffic Safety Administration as well as at the Federal Aviation Administration. He also worked on Capitol Hill as communications director for the House Transportation and Infrastructure Committee.
• Jim Saxton has joined Duane Morris Government Affairs as a managing director in the firm’s Washington and Cherry Hill, N.J., offices. Saxton is a former 13-term Republican congressman from New Jersey. He announced that he would not seek reelection in 2008. First elected in 1984 via special election, Saxton was a member of the House Armed Services and Natural Resources committees. He also has served as the chairman of Congress’s Joint Economic Committee, as well as in the New Jersey General Assembly and the New Jersey state Senate.
• Gail Cardwell has joined the Mortgage Bankers Association (MBA) as the senior vice president of commercial/multifamily. Cardwell joins the trade group from the Manufactured Housing Institute, where she worked as its president and chief executive officer. Before that, she worked at MBA, holding several positions there since 1993.
• Greg Brown has joined the National Apartment Association as its vice president of government affairs. He recently was an assistant vice president of government affairs at the National Association of Home Builders.
• Eric T. Fingerhut has joined Dykema as a member of its intellectual property department in the firm’s Washington office. Fingerhut previously was a partner at Howrey. He also founded the International Cycling Law Association.
