Supreme Court Justice Elena Kagan was keeping a low profile outside Capitol Hill’s Bistro Cacao last week. Kagan, who has been chastised by highfalutin fashion aficionados for her wardrobe choices, was clad in an untucked blue Oxford dress shirt. According to an ITK spy, the New York native strolled down Massachusetts Avenue unrecognized. Our tipster adds, “I guess you never know what’s underneath those robes.”
