The comment comes hours after BoehnerJohn BoehnerFormer House leader Bob Michel, a person and politician for the ages Former House GOP leader Bob Michel dies at 93 Keystone pipeline builder signs lobbyist MORE released a video on YouTube, asking "Why is the Obama administration willing to negotiate with Putin on Syria ... But not with Congress to address Washington's spending problem?"

The Boehner video, titled "Negotiations," accuses President Obama of saying he will not negotiate with Republicans on the debt ceiling but highlights his efforts to negotiate with Russian President Vladimir Putin on Syria.

In recent days, Boehner has tried to push legislation aiming to defund ObamaCare as part of a budget deal.

The White House has said Obama will veto that legislation.

After Carney's comment, White House assistant press secretary Matt Lehrich piled on with a comment on Twitter.

"Putin envy (n) -- When one pretends, for political purposes, to want negotiations w[ith] a President who they said they'd never negotiate w[ith] again," the tweet said.
