Democratic negotiators will try to capitalize on payroll momentum

Democratic leaders in the House and Senate on Friday appointed their negotiators to a conference committee on full-year extension of the payroll tax cut and unemployment benefits. 

They had been waiting for House Republicans to pass a two-month extension of the payroll tax cut before returning to negotiations. 

The appointees will try to deliver on the political leverage Democrats gained last week by forcing Republican concessions in the fight to extend the provisions for the rest of the year.
