CMS: House health bill will hike costs $289B

The House-approved healthcare overhaul would raise the costs of healthcare by $289 billion over the next 10 years, according to an analysis by the chief actuary at the Centers for Medicare and Medicaid Services (CMS).

The CMS report is a blow to the White House and House Democrats who have vowed that healthcare reform would curb the growth of healthcare spending. CMS's analysis is not an apples-to-apples comparison to the cost estimate conducted by the Congressional Budget Office (CBO) and the Joint Committee on Taxation (JCT) because CMS did not review tax provisions, which help offset the price tag of the Democrats' measure.

However, the CMS analysis clearly states that the House bill falls short in attaining a key goal of the Democrats' effort to reform the nation's healthcare system: "With the exception of the proposed reduction in Medicare... the provisions of H.R. 3962 would not have a significant impact on future healthcare cost growth rates."

Republicans immediately seized on CMS's conclusions.

The long-awaited report should serve as a "stark warning to every Republican, Democrat and Independent worried about the future of this nation," Ways and Means Committee ranking member Dave Camp (R-Mich.) said in a statement on Saturday. 

Though House Republicans pressed to have this analysis completed before the lower chamber voted on the Democrats' sweeping healthcare reform bill last week, it was not ready until late Friday. Chief CMS Actuary Richard Foster, who prepared the report, recently told The Hill that he and his staff had only a few days to review the bill before it was voted on. 

Brendan Daly, communications director for Speaker Nancy Pelosi (D-Calif.), said, "The report shows that our health reform bill will extend the life of the Medicare trust fund by five years -- significantly longer than any proposal in recent years," adding, "Medicare actuaries estimate $100 billion more in savings than CBO from Medicaid and Medicare."

Minority Leader John Boehner (R-Ohio) highlighted the CMS report on Saturday in a written statement. "This report once again discredits Democrats’ assertions that their $1.3 trillion government takeover of health care will lower costs, and it confirms that this bill violates President Obama’s promise to ‘bend the cost curve.’ It’s now beyond dispute that their bill will raise costs, which is exactly what the American people don’t want."

Republicans predicted that if the CMS numbers were available last Saturday when the House voted on the Democrats' healthcare bill, the measure would not have passed.

“This report confirms what virtually every independent expert has been saying: Speaker Pelosi’s healthcare bill will increase costs, not decrease them. I hope my colleagues in the Senate heed CMS’ findings and refuse to rush ahead until any bill under consideration can be certified to actually reduce healthcare costs," Camp said. 

According to the 31-page report, the House-passed bill would increase costs, cut Medicare and expand Medicaid.

“In aggregate, we estimate that for calendar years 2010 through 2019 [national health expenditures] would increase by $289 billion," the report notes.

"About three-fifths" or more than 60 percent of the uninsured would gain coverage by an expansion in Medicaid eligibility.

Medicare would be cut by "more than one-half trillion dollars ($571 billion), ... possibly jeopardizing access to care for beneficiaries," according to the report, and smaller companies would be "inclined to terminate their existing coverage."

Camp said that the nonpartisan analysis demonstrates that the Democrats' bill "does the opposite of everything they've been wanting to do" in terms of reducing overall health costs.

He added the CMS report shows that "this is not healthcare reform, this is entitlement expansion."

A Democratic aide said the CMS and CBO findings are not that different: "While the actuaries do not show tax increases, adding those amounts from JCT would also illustrated that the proposal reduces the deficit over the next 10 years."

In an interview with The Hill on Saturday afternoon, Camp pointed out that CMS actuarial numbers were cited by Democrats back in 2003 during the Medicare prescription drug debate. CMS estimated at that time that the GOP-crafted Medicare bill would cost more than $550 billion over 10 years while CBO estimated its pricetag at $395 over the same period. The CMS cost estimate did not emerge until after the final conference bill was approved by Congress.

CMS's findings are not binding on Congress, however. Congress must abide by CBO and JCT estimates.

Prez O was right when he insisted that the current rate of increase in healthcare costs will wreck our economy unless it is slowed down. The problem is that instead of slowing down the growth that will occur under the current law, this bill increases the growth and makes the problem worse. If you dig into the report, you will find the facts. From 2010 to 2019, costs will grow under the current law by 77%. With this bill, the growth is 80%. And it gets worse. This report points out that for the 10 year spending window, spending increases by $289B more than it would under current law. But there is another increase of $214B in a separate bill to raise Medicare rates for doctors. Is this play money? No, this s is obviously a healthcare costs and despite the attempted slight of hand by congress, it must be counted. And the report makes it clear that the $571B of Medicare cuts are highly unlikely to be achieved - and that at least $282B for "Productivity" is ill-founded and unrealistic. Add the 289, 214, and 282, and you will see that costs increase by an additional $785B (beyond the already steep growth projected for current law). For those who want to point out that this report does not consider tax increases to offset the additional spending, that is fair for measuring the deficient. But, still the monster issue is the absolute amount to be spent before even trying to consider how to fund it. There can be no doubt that in a perfect world where everyone is honest, all wish to work as hard as they can, in the job they love, and have a cooperative health care system which caters to all, with all needs fulfilled, and all paying an equal share in the cost, the idea of a single payer health care system could be more efficient, and more effective than our current system. So far, there isn't a perfect world, I've found that honest people are a rarity, and few people I've met want to work as hard as I do, with equally few loving their work the way I love mine, and only use medical care when there is a serious need, and never when an injury is minor. I've found most people will take advantage of opportunity, and take more than their share, knowingly, and those who are honest, tend to be hard bitten and have little time for those who live, believing utopia can be brought into being. For these reasons alone, the only system which can fairly give each of us what we have earned, is a free market system, with no connections what so ever to coercive power, meaning the government can have nothing to do with it, if it is to be truly fair, and honest. That is the assessment of a man who has worked most of his life, at two jobs at least, and sometimes three, to take a step family and give a wife and two children a home we owned, a life with a future, and the chance to be self-sufficient, and not a burden on others. I bought my health care with two decades of service in the Marines, I gave my health for the security of all those who enjoy the liberty and freedom of this Nation, and I now pay half my income just for my "share" of my health care, whose cost was established by my service and the damage serving my Country did to it. For those who have any honesty in them at all, and still suggest the government is good for health care, and not the reason it is so costly, I challenge them to show a single government program that is by non-governmental standards, and in accordance with free market examples, a success, and profitable. In fifty two years, I have seen none at all, yet I've witnessed a hundred times, people choosing to do something, and with their own work, capital investment, and innovative spirit, become substantial businesses and great boons to their society, as providers of every necessity we have. I have government provided medical care, and would gladly trade it any day, for completely private medical care, as long a every aspect of the government were kept completely out of it, and it were truly "free market" and unencumbered. Were the proposed plan as passed by the House really good for those proposed to use it, then why is it that all the proponents of it, absolutely and completely refuse to be a part of it and have it as their own? Does not the Constitution specifically call for legislators to live under all the laws they legislate? It does in my Constitution, and this principle is well explicated in the Federalist Papers, designed to inform all the Citizens of exactly what the then "new Constitution" entailed, and how it would prevent the tyranny of central government. Those who support this health care bill either haven't read their Constitution, or have chosen to ignore it, as it has no authority therein for them to even consider such a bill. I have only 28 years but I gave yet so see the government succeed at anything but changing incentives for the negative and wasting the resources that people work so hard to create. Stop the hospital trips to the hospital.My neighbors and I all have lung and heart problems.We are always breathing in enviromental particulatesFro m diesel fuel,car emmisions,and chemicals from a contractor across the street.We are denied a protective source from all of this. The state highway (138) is fifty feet from our Mobile Homes.If only the state would give us protection from this would save so much Health Care Money.I am dying a slow and painful death effecting my whole body.I have to be on oxygen,medicati ons,surgeries and even eye surgey from the steroids I have to take to help me breath.Saving money should start at preventing the diseases.The cost of a fence or bushes is a lot less!BY beth on 11/15/2009 at 12:40

If this report is true (I'm skeptical), it's only because they didn't include a 'robust' public option in the house bill which is the only thing that will bring down costs. By watering it down to a 'negotiated rates' public option, the bill will cost more money. What they need to do is tell the 'blue dog' republicans in democratic clothing to go along with the majority and vote yes or get the [***] out of the party, and then they can pass a final bill that includes a 'robust' public option tied to medicare rates. They should eliminate the half trillion dollars in government subsidies going to private insurance companies too. Why should the government give all that money to private insurance companies anyway? If they have a strong public option that EVERYONE in America can choose, then most people would choose it. The only way the insurance companies would be able to keep their customers or get new ones would be to lower their rates! The reason why single-payer has been a non-starter in this country for decades now, is that it would destroy the current employer-provided health care system that 80% of Americans have.The only way to get health care reform in this country is if those who are satisfied with their insurer aren't going to be forced to switch to an unproven government plan. Liberals just don't understand how Americans revolt at being made guinea pigs of the liberals' social experiments. They didn't get it 30 years ago with forced busing or "urban renewal" projects which bulldozed entire neighborhoods. And now they still don't get it with single-payer.Blue Cross has been in my family for three generations. I have no intention of giving it up to switch to some totally unproven and untried government plan cooked up by liberals. If anyone believes what the democrats tell us, is very stupid or a cool aid drinker. Obama will demonize any and all private bussinesses saying that they should not make a profit but if you look at what the government has done it is miniscue for what the tax payers are paying for through all the city, county, state and federal governments and look what we are getting taxed more because the stupid politicians spend, spend and more spend because they are in good paying positions and get lots of perks and do not live like a normal person. So they tax and tax and tax and give us programs we do not want! They have lots of crooks in office and they keep getting re elected this madness has to stop! This report doesn't say anything.Here's what the report does not include:1. People are going bankrupt everyday from the basic lack health insurance. This applies a significant drag on economic recovery.2. People are dying from lack of health care coverage. You can deny it all you want, but in the end you can't escape the facts.3. Tort reform is a distraction. At the most, malpractice cases make up 1% of annual costs. Placing caps on payouts does not mean doctor's premiums will go down. 4. Opening the purchase of health insurance across state lines is nonsense. The health insurance companies will go to the most unregulated state and set up camp. 5. Health care reform is part of economic recovery. This should be an obvious one.Obama has not spent more than any other administration. The economic recession contributes 37% of our current deficit. 33% - Bush policies; 20% - Continuation of Bush policies (war in Afghanistan, etc.; 3) 7% is the stimulus, which most likely kept the recession from already reaching another 10%; 4) 3% is derived from the agenda of the Obama administration. So before you go screaming about "The Democrats Have Spent More Than Everyone Else Combined!" do your homework and maybe, just maybe, you won't look so dumb. In my country we have government hospitals all the time ,for those who need medical treatment without the frills . What used to be just modest health care , over the years our health care have become good in fact one of the best in our region.Our national heart centre is one of the best in the region . there is also a few national cancer hospitals. We have a hospital in all the small districts and country side . Of course for those who can afford it will have the health insurance and numerous private hospitals to engage with. So please do not let the acturial figures worry you . A lot of people prefer the private insurance because they like to get spoiled and pampered in the pprivate sector . please let the bill pass. Single payer/ medicare is not the answer. Every country having single payer systems have low doctor pay and hospitals losing money. Now you many not worry about that but it has to affect the quality of the care and the innovation brought to the people. Medicare will be going broke soon, unable to pay for itself. Neither do anything for lowering costs. The Swiss plan controls costs and allows private insurers to offer a basic plan for no profit. They can make their money on premium plans. This type of system could work but a forced public option will destroy our system. The research in the US would be damaged and we couln't bring new drugs or procedures to the market as we can now. We now live in a time that we, as Americans can no longer just sit on the sidelines and do nothing and expect our politicians to represent the majority. Can't understand why he would say that when 45,000 American citizens die every year because they lack health insurance and thus health care. That's 123 ppeople a day.
