Former New York Mayor Rudolph Giuliani has filed a statement of candidacy with the Federal Election Commission, moving one step closer to a full-fledged bid for the presidency.
Giuliani, the Republican who presided over the city during the Sept. 11, 2001, terrorist attacks, has faced some questions about whether his candidacy is serious. He has taken steps in recent days to assert himself as a real candidate.
Late last week, his campaign released a strategy memorandum making the case that Giuliani, with his 61 percent approval rating, is well-positioned in the primary race.
