Democrats maneuver to prevent recess appointments |

The Senate moved Friday to prevent President Bush from installing recess appointments during its two-week Thanksgiving recess. During the break, the Senate will hold “pro forma” sessions on Nov. 20, Nov. 23, Nov. 27 and Nov. 29. During the sessions, no votes and no legislative business will be conducted, but it hamstrings Bush from using his constitutional authority to install recess appointments during extended congressional recesses. The move demonstrates the distrust between Senate Democratic leaders and the White House, with a number of high-level appointments for cabinet positions and judicial seats outstanding. |
