AFL-CIO wants TARP funds to target small businesses, not Wall Street

AFL-CIO President Richard Trumka wants lawmakers to redirect bailout funds for the financial sector to small businesses.

Trumka said money from the Troubled Asset Relief Program (TARP) needs to be plugged into economic programs that will help "Main Street," given reports that despite the infusion of federal funds, it is still hard for businesses and consumers to get credit.

“Banks aren’t lending to small business. We should establish a fund to lend TARP money directly to small- and medium-sized businesses at commercial rates, managed by the community banks left out of the Wall Street bailout, with the banks taking first-dollar risk,” Trumka said in prepared remarks before a conference hosted by the Economic Policy Institute on Tuesday.

"If small businesses can get credit, they will create jobs. And we need jobs now.”

The TARP transfer is part of a five-point plan by the union to create 2 million jobs over the next year. It also comes in the wake of the White House’s announcement that it plans to host a jobs summit on Dec. 3.

Trumka and the AFL-CIO were big backers of President Barack Obama’s $787 billion stimulus package. In his remarks, the union leader said he believed the recovery effort created or saved 1 million jobs and stopped the country from sliding into a depression.

But more still needs to be done, Trumka said Tuesday. With the unemployment rate now above 10 percent, the administration and Congress have begun to consider more measures to create job growth as millions of Americans remain unemployed.

As part of the union’s five-point plan, Trumka recommends an extension of unemployment benefits, food assistance and healthcare for those without work. In addition, reinvesting in the nation’s infrastructure will put thousands back to work. Further, aid to local and state governments has to be boosted. And along with the TARP transfer, the most distressed communities should take priority over others in the case of government assistance.

Trumka said he plans to take the AFL-CIO’s proposal to the White House and lawmakers on Capitol Hill.

“Doing nothing is not an option. If we don’t act, everything will be worse — including our federal budget deficit,” Trumka said. “That’s why those of us here today have joined together to say this is not tolerable. We can put America back to work.”

finally a proposal that helps someone other than banks.this president is nothing more than a Regan wannabe who has no idea how to help average working class men and women who can't catch a break from either by the business community or the government. everything done to help re-start the economy so far has been to pour money to the banks-the same industry that got us into this mess.take a hint, your in charge so grow a backbone and help and stop standing back on the sidelines letting others hug it out - It doesn't work.BY gil martin on 11/17/2009 at 09:34
NO MORE BAILOUTS this is capitolism peolpe. We are becoming a country of people looking for handouts and something for free. Remember the old adage money doesnt grow on trees. you cant keep printing greenbacks with nothing backing them . Beware of the Government or their henchmen the union bearing gifts small business owners! What is in the fine print? Remember the union card check bill? Nothing is free and strings are always attached, just ask the car industry[GM Chrysler, car dealerships, shareholders, taxpayers], the only winners - the unionWill small business owners be forced or should i say "nudged" to take TARP like some of the banks were? I think this is an excellent idea; also, as my husband is a Union Carpenter, I believe that some of the money could be used to shore up the pension funds for the local unions (and other failed pension investments) as it will get the older workers retired and create job openings for the younger people that have families and mortgages to consider. (If not, the older members will be forced to stay on the job longer, freezing the job opportunities for others and risking more injuries/accidents/disease as they age). Please don't oversimplify a complex issue and efforts to fix it because of your political bias. It sometimes seems that America is paralyzed by it's severe split between parties. I see so many Democrats and Republicans refusing to acknowledge even the slightest bit of logic in each others positions because they are so unwilling to work with each other. I am very upset with bankers getting richer, but honestly, if they had gone under you would be in a much worse position. It was a necessary evil, now hopefully they can take care of themselves. As for one liner insults, it isn't constructive or accurate. If it makes you feel better then I understand that, but if you really want to make this country better then research the issues (in-depth and unbiased sources) and be open to all possibilities. Getting our country to improve seems all too much like two fighting siblings trying to clean up their room.
