More than 45 percent of the 350 respondents said cyber was the top national security threat, in a survey that queried leaders in national security policy, the military, congressional staffs and the defense industry.

Democrats and Republicans disagreed over the second-biggest threat, with Republicans putting terrorism on the same threat level as cybersecurity, while Democrats listed climate change as the next-biggest threat.

Independents also said terrorism was the second-biggest national security threat, followed by China and then climate change.
