Kerry dodges whether Obama would strike Syria if Congress votes no

Secretary of State John Kerry did not say Sunday whether the United States would strike Syria if Congress does not authorize military action in response to that nation's alleged use of chemical weapons.

“We don’t contemplate that Congress is going to vote no,” Kerry said on the CNN program “State of the Union.” 

But Kerry, echoing President Obama’s comments Saturday, repeatedly said the administration has legal authority to act without congressional approval.
