Matsui amendment would prevent enactment of bill to block climate rules

Rep. Doris Matsui (D-Calif.) will offer an amendment to legislation to block the Obama administration's climate regulations that would prohibit the bill's enactment unltil the EPA says greenhouse gas emissions are not a threat to the U.S. economy.

The Environmental Protection Agency is unlikely to make such a finding, which would prevent enactment of the underlying bill, authored by full committee Chairman Fred Upton (R-Mich.).

But Matsui's amendment, to be offered as the House Energy and Commerce Committee considers the legislation Tuesday, is unlikely to pass, as are other amendments set to be offered by Democrats Tuesday. The bill is expected to pass the committee and come up on the House floor in the coming weeks.
