Upton is heading up an effort in the House to pass legislation to prevent the EPA from regulating greenhouse-gas emissions from stationary sources such as power plants and refineries.
The bill was approved by Upton's committee earlier this month. Companion legislation, authored by Sen. It's unclear when the amendment will come up on the Senate floor.
