News bites: US carbon emissions lowest since 1994, renewable capacity doubles

Rep. Stephen Lynch (D-Mass.) formally announced his candidacy to replace soon-to-be Secretary of State Sen. John Kerry (D-Mass.), Reuters reports. Lynch will face Rep. Edward Markey (D-Mass.), a favorite of green groups, in the Democratic primary.

An explosion at the Mexico City headquarters of Mexico’s state-owned oil company killed at least 25 people and injured 100 others, The Associated Press reports. Mexican officials said they were unsure of what sparked the blast.
