Issa: MMS overhaul doesn’t fix ‘underlying problems’

“Problems with MMS are not just isolated within the agency, but exist in the relationship the agency has with the Department of the Interior that leaves it largely unaccountable to the President, the Congress, and the American people,” he said.

“To fix MMS you have to fix the dysfunctional relationship the agency has with the Department of the Interior and a bureaucratic culture that doesn't see itself as accountable to taxpayers. I don't see how a bureaucratic reshuffling or three-way split of the agency will fix the underlying problems at MMS,” he added.
