Pelosi not ruling out going first on Bush tax cuts

"We will retain the right to proceed as we choose," she told reporters. "We take it one day at a time." 

Pelosi noted that if the House moves first, it will be on legislation that extends the middle-class tax cuts. She did not mention how tax cuts for wealthier taxpayers would be handled. 

"America's middle class will have a tax cut," she said. "It will be done in this Congress. There is no question about that." 

She added that even if a vote doesn't occur on the matter, her caucus can still campaign on the idea that Democrats support providing tax relief to the middle class. 

"There isn't a person in our caucus that isn't for a tax cut for the middle class," she said, adding, "Members with a vote or without a vote can go home and talk about their commitment to that."

Several Democrats have also called for a vote on extending all the Bush tax cuts to keep the economy from getting worse.
