Science research grant programs are also hit with a $378 million cut, but the National Institute of Standards and Technology (NIST) gets $79 million more.

The bill bolsters spending on law enforcement, prisons and agencies tasked with upholding trade rules.

The International Trade Administration (ITA) gets $3 million above fiscal 2012.

The bill continues a number of old policy riders such as one prohibiting the transfer of accused terrorists from Guantanamo Bay.
