OVERNIGHT HEALTH: Conservative groups back GOP bill on high-risk pools

"We support the ... bill because it gets the proponents of patient-centered care back on offense," FreedomWorks said in a statement. "The Unaffordable Care Act s a train wreck that we must do everything we can to avert."

The House Rules Committee is slated to take up the bill Tuesday, and a floor vote could come Wednesday.

Tavenner vote: The Senate Finance Committee is scheduled to vote Tuesday on Marilyn Tavenner's nomination to lead the Centers for Medicare and Medicaid Services (CMS), the agency tasked overseeing Medicare and Medicaid, as well as with implementing most of the Affordable Care Act. Tavenner is expected to win strong bipartisan support from the committee, following an easy conformation hearing last month.

Governors get real: Texas Gov. Rick Perry (R) and Illinois Gov. Pat Quinn (D) will square off Wednesday in a panel discussion about how states can encourage their "bioscience" industries, including pharmaceutical companies. Perry and Quinn have clashed before — Perry made a high-profile visit to Illinois this week to attack Quinn's policies toward business and try to poach Illinois's top industries to Texas. The two will meet face-to-face at a panel discussion sponsored by the Biotechnology Industry Organization, along with Missouri Gov. Jay Nixon (D) and Pennsylvania Gov. Tom Corbett (R).

Reporting taxes: A new bill from Sen. John Cornyn (R-Texas) would require health insurers to disclose the taxes they pay under ObamaCare to policyholders. In a statement Monday, Cornyn touted the measure as a way to educate consumers about how the Affordable Care Act's benefits are funded.

The bill illustrates a longstanding debate about how the law will affect the average patient. Republicans argue the reform will cause premiums to spike and that consumers should be more aware of its range of taxes on insurance companies and other healthcare players. Democrats say the law will slow premium growth and ensure more care for every dollar. They argue that bills like Cornyn's give insurers a pretext for raising premiums by allowing them to blame ObamaCare.

The House Rules Committee will consider a GOP bill to strengthen ObamaCare's temporary insurance program for people with pre-existing conditions.

The Senate Health, Education, Labor and Pensions subcommittee on Primary Health and Aging will hold a hearing on successful primary care programs and the looming U.S. doctor shortage.

The House Foreign Affairs subcommittee on Global Health will hold a hearing on the challenge of drug-resistant disease worldwide.
