The Obama administration has been unusually public this week about its ongoing discussions on whether to take extra steps, such as arming vetted rebel groups.
The discussions appear to be aimed at putting pressure on the Assad regime to cease its offensive and participate constructively in a last-ditch peace talk scheduled for next month in Geneva.
“Clearly, the choice of weapons that he has engaged in across the board challenge anybody’s values and standards of human behavior,” Secretary of State John Kerry said Wednesday. “And we’re going to have to make judgments for ourselves about how we can help the opposition to be able to deal with that.”
