She said the report presented a “credible body of evidence” about Rwandan involvement in the conflict in the mineral-rich eastern Congo. The report said soldiers in Rwandan army uniforms — some as young as 15 — were regularly crossing the border to bring weapons, ammunition and other supplies to M23 rebels.

“It was a very powerful case made in the Human Rights Watch report,” she said. “I'm sure it raised the eyebrows of others as well. So we're continuing to call on them to take action.”
