But Inslee appears open to supporting an effort under Title I, which analysts say the FCC is mulling and might move to enact as soon as December.
Still, Inslee, who was not satisfied by a proposal floated by Google and Verizon over the summer, would want to examine the final proposal to make sure the rules are not too watery.
"We've seen some industry-driven standards in the past that would've basically been no net neutrality at all. We hope they don't do that. Let's see what the details say. It's encouraging, but we would have to see the ink on the paper. They have very smart people working on this who have the consumer and the Internet's long term interest in mind, so let's see."
