Upton announces staff changes on Energy and Commerce subpanel

Additionally, Kelsey Guyselman will join the subpanel as counsel. She most recently served as a law clerk for regulatory affairs at CTIA.

“The communications sector is a bright spot in our economy, and we have a great team in David, Ray, and Kelsey to ensure Congress continues fostering job growth, innovation, and breakthrough technologies in the communications world," Upton said in a statement.

Fried is headed to the Motion Picture Association of America (MPAA), Politico reported.

"Neil really understands how the Internet provides economic opportunity for content creators. He's been a strong voice for an innovative Internet, free of censorship and government regulation. MPAA is lucky to have him," said Michael Beckerman, CEO of the Internet Association and former deputy staff director for Upton on the Energy and Commerce Committee.

The MPAA declined to comment.

Noelle Clemente has also joined the House Energy and Commerce Committee's press team, Upton said. Clemente previously served as press secretary for Rep. Tom Price (R-Ga.) and will join the committee from the American Action Forum.
