News bites: Patent case could give Apple upper hand

Apple could gain the upper hand in its battle with Samsung over mobile patents if it wins its case with the International Trade Commission on Friday, The New York Times writes. 

The National Security Agency will cut 90 percent of its system administrators to limit access to secret information, Reuters reports.
