New regs for Tuesday: More contracts for women-owned businesses

The Consumer Financial Protection Bureau is establishing a fund to collect penalties from criminal offenders. The money will be used to pay victims of the crimes. The agency is also proposing a series of revisions and adjustments to the fund. 

Taxpayers will have longer to give their word on whether the Internal Revenue Service can disclose some tax return information to outside parties under a new rule from the agency. 

The Department of Housing and Urban Development is extending its comment period for rules for the Rural Housing Stability Assistance Program. 

The Rural Housing Service, an agency of the Department of Agriculture (USDA), is changing its rules for a guaranteed loan program to prevent financing to projects that are not supported by the community and have resulted in loan losses. 

Defense:
The Department of Defense, NASA and General Services Administration are proposing to update how federal acquisition rules verify credit worthiness. 

Agriculture and Animals:
The USDA is issuing a rule requiring livestock facilities and slaughterhouses to maintain some records for five years, instead of two, as the current law dictates. 

The USDA is also proposing to allow Malaysian jackfruit, pineapple and starfruit to be imported into the continental United States.

The National Marine Fisheries Service is issuing specifications for catching Atlantic bluefish and allocating an amount of Pacific whiting for Native American tribes. 

The fishing regulator is also specifying the types of gear some boats can use to catch Massachusetts dogfish, proposing adjustments for some fishing in the Gulf of Mexico, and proposing ways to reduce harm to marine mammals during Air Force activities in Florida. 

The Fish and Wildlife Service is reopening the comment period on a proposal to classify a Missouri fish as endangered

Education:
The Department of Education is announcing its priorities for research projects to assist people with disabilities and one on making cloud computer systems accessible. 

The department is also proposing to prioritize research that focuses on disabilities in rural areas

Energy:
The Department of Energy extended its comment period for a framework on energy conservation for industrial and commercial fans and blowers. 

Communications:
The Federal Communications Commission is issuing deadlines for comments to its proposal on rural call completion problems. 

Transportation:
The Federal Motor Carrier Safety Administration is proposing to change its definition of a weight rating.
