The National Center for Learning Disabilities (NCLD) works to improve the lives of the one in five individuals with learning and attention issues by empowering parents and young adults, transforming schools and creating policy and advocacy impact.  We envision a society in which every individual who struggles to learn possesses the academic, social and emotional skills needed to succeed in school, at work and in life.

The Position:
The Director of Federal Relations is a key member of the NCLD Policy Team, leading the organization’s work in developing and executing a policy agenda that seeks to improve the lives of the 1 in 5 children with learning and attention issues and their families.

Key Roles and Essential Responsibilities:

•    Create and execute national multi-year policy agenda and complementary campaigns to advance important and systemic change benefitting individuals with learning and attention issues, developed in close collaboration with the Vice President & Chief Policy and Advocacy Officer, NCLD’s Professional Advisory Board, the Policy and Advocacy Committee of the NCLD Board, and NCLD consultants.

•    Identify and analyze key U.S. federal public policy issues that may have an impact on the 1 in 5 children with learning and attention issues and their families; and lead the development of organization-wide policy solutions and recommendations to address them.

•    Develop, implement, and manage NCLD’s legislative and political strategy to advance the organization’s policy agenda and organizational objectives using creative and innovative approaches.

•    Establish and cultivate external relationships with Congressional offices and decision makers from both political parties, the Administration, allied organizations, coalition partners, and initiate and maintain strategic partnerships to support NCLD’s public policy agenda.

•    Serve as in-house policy counsel on a wide range of federal policy issues and provide in-depth analysis on existing and emerging policy initiatives and their impact on individuals with learning and attention issues, and lead NCLD’s effective response.

•    Identify and manage opportunities for NCLD to advance its policy agenda through special projects, white papers, and other initiatives that contribute to thought leadership supporting the 1 in 5 with learning and attention issues.

•    Prepare effective policy and advocacy materials for use with the U.S. Congress and the Administration, in collaboration with NCLD team, including drafting persuasive written materials including talking points, issue briefs, press statements, opinion editorials, legislative testimony and policy reports.

•    Work collaboratively with the full NCLD team, particularly those on the Policy & Advocacy team, to ensure state and federal policy alignment, workflow and work product alignment and advancement of NCLD’s strategic plan to achieve maximum measurable impact.

•    Serve as a public policy spokesperson for NCLD for internal and external audiences.

The Qualifications:

•    Possesses keen awareness of and ability to understand complex issues, including the political process and climate
•    Is able to adapt and be flexible when the circumstances and agenda demand it
•    Has a passion for advocating for children with learning and attention issues
•    Has exceptional writing and speaking abilities
•    Understands the public school system and how students eligible for special education are served
•    Has a track record of delivering results in a fast-paced, high-performing organization
•    Demonstrates ability to manage people, oversee multiple processes, meet deadlines, work within budget and achieve strategic goals
•    7+ years of education policy experience (some special education/education policy preferred)
•    Experience working for the U.S. Congress and/or experience as a leader in education policy and government affairs
•    Bachelor’s degree, with Master’s or law degree preferred
•    Evidence of legislative savvy, federal contacts and success
•    Demonstrated excellence as a respectful and respected colleague in a team-based environment
•    Experience working with external committees, workgroups, coalition-building
