A Comparison of Current Legislation Before the 111th Congress and Recommendations Developed for a National Energy Policy for the United States

This white paper is designed in
the mode of classic British Parliamentary white papers. It builds upon two previous white
papers completed by advanced students at the University of Oregon School of
Law. The latter resulted in a
recommended sine qua non set of polices
for a National Energy Policy (NEP) for the United States. This year’s paper revised and
strengthened the latter and then compared the results with the energy bills
before both the House and Senate of the current (111th) session of Congress as of February 12,
2010. Readers will find in this
white paper’s six sections interlinear quotations of all the key passages from
those bills. The interlinear
quotations from House Bills are highlighted in blue
and Senate Bills are highlighted in red.
