NGSA urges policymakers to establish uniform national climate change policies based on principles which ensure that the U.S. achieves a sustainable energy future. Basing climate legislation on principles such as a market based regulatory approach to carbon allowances with equitable distribution to all fuels will ensure that climate change policies are cost-effective and transparent.
