• COMMODITY TRADING: The Division of Clearing and Intermediary Oversight at the Commodity Futures Trading Commission has tapped Ananda Radhakrishnan as director. Radhakrishnan previously served as commission Chairman Reuben Jeffery’s legal counsel and adviser. The commission also named Nanette Everson general counsel; previously she was an associate counsel to the president.
• ENERGY: The National Energy Technology Laboratory, which has facilities in Pittsburgh, Morgantown, W.Va., Tulsa, Okla., and Fairbanks, Alaska, has tapped Carl Bauer as director. Bauer had been acting director since February and became deputy director in October 2003.
• FEDERAL TRADE COMMISSION: The Federal Trade Commission has chosen antitrust and trade attorney Thomas Rosch as a commissioner; his term will not expire until 2012. He is a former commission staffer.
• GENERAL SERVICES ADMINISTRATION: The Public Buildings Service has named David Winstead as commissioner. The former Holland & Knight partner previously was Maryland’s secretary of transportation.
• NATIONAL CREDIT UNION ADMINISTRATION: Bush has chosen Gigi Hyland as one of three members of the National Credit Union Administration board. Hyland is a former executive director of the Association of Corporate Credit Unions.
• NUCLEAR REGULATORY COMMISSION: The Nuclear Regulatory Commission has filled the top two positions in its Office of Congressional Affairs: Rebecca Schmidt as director and Betsy Keeling as associate director. Schmidt has been a congressional liaison for the Department of Defense, while Keeling is a 22-year veteran of the commission.
• TRANSPORTATION: Transportation Secretary Norman Mineta has named Clifford Eby deputy administrator of the Federal Railroad Administration. Eby is a former engineering and transportation-company executive.
• TREASURY: David Loevinger will oversee the United States’ economic relationship with China as a financial attaché, Treasury Secretary John Snow has announced. Loevinger had been deputy assistant secretary for Africa, the Middle East and Asia. |
