Biden tells West Point graduates 'winding down' wars has shifted US foreign policy

“Winding down these longs wars has enabled us to replace and rebalance our foreign policy," Biden said during his commencement speech at the U.S. Military Academy in West Point.

During the speech, Biden noted that many of the incoming military officers graduating on Saturday decided to enter service shortly after the Sept. 11 terrorist attacks.
