Cummings had asked Issa for more time to ask questions to Park.

"Mr. Chairman, I just ask for the same amount of time you had," Cummings said.

Issa denied the request as Cummings looked visibly in disbelief.

"Mr. Chairman, it was almost four minutes that you exceeded your time by — four minutes," Tierney said in Cummings's defense.

Issa then slammed the gavel and ordered that the committee moved on to further questioning.
