Goodlatte: GOP close, but not there yet on balanced-budget amendment

"It is definitely a steep hill to climb to get two-thirds of the members of the House," Rep. Bob Goodlatte said on C-SPAN.

The Virginia Republican said Wednesday morning that his party almost has enough votes to pass a balanced-budget amendment to the Constitution this week, but is not quite at the 290-vote mark needed for passage.
