Administration nears goal in Medicare payments

The Obama administration is closer to reaching its goal of making payments to Medicare providers based on quality of care rather than volume by the end of 2016.

Health and Human Services Secretary Sylvia Mathews Burwell last year announced the administration's plan to transition 30 percent of all Medicare payments to the new system, in what will be the biggest shift in the program's 50-year history.
