Leno said that because of the government shutdown, the congressional approval rating has dropped to 5 percent.
"Is that still technically an approval rating?" he joked. "Isn't that really a 95 percent disapproval rating? It's not an approval rating anymore."
"Late Night" host Jimmy Fallon also poked fun at the near-all-time low approval rating.
"That raises a lot of pressing questions," Fallon said. "Mainly, who is in that 5 percent of Congress?
"I've been doing a great job," Fallon said, pretending to be a lawmaker. "I'm not coming in to work, I'm not doing anything, that's fantastic."
