"That's the way changes happen in America," he added.
The senator told Fox News he hasn't decided whether he supports the Wall Street protesters because it's unclear what their central message is.
Lieberman said he is wary that fringe elements might be fueling some of the protests.
"It's hard to know whether you agree or disagree cause it's hard to know exactly what their program is. The theme of it — the 'Occupy Wall Street' — is an expression of anger, but it doesn't get me very far because it's not a question of occupying places. We've got to figure out how to work together to get the economy growing," Lieberman said Tuesday on "Fox and Friends."
