The Republican bill targets a fund in the Affordable Care Act, which backers say supports needed preventative medicine programs, but which some GOP lawmakers have likened to a "slush fund."
"It's not hard to imagine the message gurus, those that hone messages, telling Republicans: 'Here's what you gotta do: Just smear the prevention fund by calling it a "slush fund"'," Harkin said Monday. "Well this is shameful."
"Nothing could be further from the truth. The truth is that the prevention fund has been a giant step forward for public health in our nation," he added.
